While I like getting close to art work to see & study it better, often the artist designed a piece for a specific viewing location. Thus, a piece placed at eye level appears distorted, when the artist planned for the viewer to being below it, or some distance away. – Oscar

The art work should be placed at the level the artist designed it to be viewed; that will give the best effect.
