Indeed. But then HK is so “small” with so many people… Or maybe it’s just a matter of a change of mind. Many cities have done it and it works great. (Just scanned my father’s 1957 slides of Hong Kong. Let me get back to you on that)
No ERP in CBD, not enough carparking space which sends cars driving around.
